Joined-up government has always been the Shangri-La of administrations the world over. Yet here we have a paradox. The south of England is in the grip of a serious water shortage, with Thames Water falling back on its emergency reserves under London in order to prevent embarrassing hosepipe bans - embarrassing because the company's pipes leak like sieves and customers might well cut up rough when they see the size of their water bills, set against headlines reporting rather large payouts to Thames executives. To add to its troubles, Thames has just revealed that it has failed to hit its regulatory targets for reducing water leaks for the third year running.
