Scotland's water commissioner has controversially ordered Scottish Water to slash more than a billion pounds (?1.5 billion) from its original £3.3 billion capital spending budget for the next five years, saying the utility needs to focus more on renewal and refurbishment than on brand new projects. The cutbacks ordered by the Water Industry Commission, published in its Final Determination of Water Charges for 2006-10, were followed by bitter exchanges over the Scottish utility's operational procedures, even though the cuts make it possible to ensure that both household and business customers secure real-value declines in charges over the five-year period. Scottish Water itself, however, has so far held its fire as it considers whether to appeal against the commission's findings.
