As global warming starts to impact on building plans, the British Government is about to get tough on developers. A softly, softly approach will be tried first, in the form of a voluntary code to be applied to all government funded building projects (see box next page). If that doesn't work, new regulations will be introduced. In an exclusive interview with GWR, The Environment Agency's Chief Executive, Barbara Young spelled out some of the strategies being developed to cope with both the demand for new homes in the southeast and the need to conserve water in some of the driest regions of England. Lady Young stressed that building regulations were "an important part of the mix," which should apply "to all buildings," not just those which were publicly funded. These regulations should, she said, apply to water, water fittings, and 'do-it- yourself.' In particular, she argued, it was time to look at retrofitting - at how more efficient water systems could be installed in older houses. "We'd like to look at encouraging retrofit, perhaps at the time when a house changes hands," she explained.
