The Trump administration is evoking a little-used procedural tool in an apparent effort to solidify its environmentalrollback agenda before President-elect Joe Biden shows up Jan. 20.In recent final rules this week, EPA has claimed it has "good cause" for its regulations to be immediatelyeffective. Experts said the tactic is rarely used for rules of substance, but predicted that the agency will continueto use the provision in significant science and air quality rules expected to be finalized in the coming days.Typically, the Administrative Procedure Act requires a final rule to be published in the Federal Register for 30days before it goes into effect. The Biden administration can "freeze" rules that have not gone into effect by Jan.20 and review them while it works to repeal and replace.
