House Natural Resources Committee Democrats have released a report linking major spending cuts in the U.S. territory of Puerto Rico to the recent Zika virus outbreak that has already infected 600 people on the island and left one dead. The report comes as Congress is considering legislation, H.R. 4900, to help Puerto Rico emerge from its $72 billion debt crisis that is quickly becoming a humanitarian one, analysts say (E&E Daily, April 8). In an effort to pay off the mounting debt, the commonwealth's Legislature has imposed major spending cuts on various agencies, including the Puerto Rico Department of Health, according to the report.
