Oregon's plan to curb coastal pollution from logging, agriculture and stormwater runoff was not good enough for federal regulators, who rejected the plan Friday. The National Oceanic and Atmospheric Administration and U.S. EPA found the state's management too weak in four different forest areas. Specifically, the federal agencies said runoff prevention in landslide-prone areas and into streams bearing fish was insufficient. Federal laws call for states to lose 30 percent of federal dollars they receive under Section 206 of the Coastal Zone Management Act if they fail to comply with the Coastal Nonpoint Pollution program.
