摘要

It was an honor to speak at NGWA's annual meeting (Ground Water Expo) in December 2003, and learn how we are moving the frontiers of understanding and managing earth's ground water resources. I came away with three understandings. First, we are not running out of fresh water. Rather, we are learning to conserve, store, clean, recycle, and create fresh water through reverse osmosis when and where it is needed. Second, from Roy Herndon (Orange County, California), I learned we shortly will all be paying for the cost of cleaning, recycling, storing, and creating our fresh water, not just the cost of delivering it. Marginally profitable agricultural and industrial uses will be phased out, and conservation will have increasing economic incentive. Third, to achieve a never-ending supply of fresh water, our ground water systems will become dynamic storage and recovery reservoirs.
