The Department Homeland Security may recast its procurement process by examining the value of leasing technology as opposed to purchasing it, DHS officials said last week. "We face an environment where technology transforms itself very rapidly and we don't want to be in a position that we sometimes find ourselves in at home where you by a new computer system and a year later it's not working anymore so you have to get a new one.... So, we're looking at alternative ways to keep up with changes in technology, including looking at the possibility of leasing services and end results as opposed to equipment and hardware," said DHS Secretary Michael Chertoff at a Jan.
