摘要

Unemployment insurance is a coordinated federal-state program designed to provide economic security for workers during temporary periods of unemployment. Under the Federal Unemployment Tax Act (FUTA), workers who become unemployed, generally due to lack of work, are paid weekly cash benefits by the state for limited periods of unemployment The unemployment insurance program is financed through taxes ("contributions") imposed by the federal government and the states. No unemployment insurance contributions are required from employees under the federal law; FUTA taxes are only imposed on employers. With the exception of Alaska, New Jersey and Pennsylvania (where both employers and employees make contributions), state unemployment insurance taxes are also imposed only on employers.
