The Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA, Title II) required adoption of federal standards to protect the privacy of individually identifiable health information. On August 14, 2002, the Department of Health and Human Services (HHS) finalized comprehensive federal regulations that give patients sweeping protections over the privacy of their medical records (.02). The final regulations, also known as the privacy rule, aim to provide strong privacy protections without interfering with Americans' access to quality health care.
