The Davis-Bacon Act guarantees payment of prevailing minimum wages, prevailing fringe benefits and overtime wages to laborers and mechanics who are employed by either contractors or subcontractors on federal government contracts of more than $2,000 for the construction, alteration or repair of public buildings or works. The Act is a remedial labor standards statute. In order to effectuate its purposes, it is necessary to construe it liberally and to view its provisions as a whole.
