The Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA, Title II) required the adoption of federal security standards to protect individually identifiable health information when it is maintained or transmitted electronically. On February 20, 2003, the Department of Health and Human Services (HHS) finalized security regulations, which describe how covered entities are to safeguard and protect the confidentiality, integrity and availability of electronic protected health information (ePHI) (.05). The regulations, also known as the security rule, specify a series of administrative, technical and physical security procedures for covered entities to use. The standards are delineated into either required or addressable implementation specifications.
