Any employer that employs 100 or more full-time employees, excluding part-timers; or 100 or more employees including part-time workers if all the employees combined work at least 4000 hours per week exclusive of overtime. Part-time employees are those who work an average of fewer than 20 hours per week or who have been employed for fewer than 6 of the twelve months preceding the date notice is required.
