Where an employer and a union enter into a settlement agreement with the approval of a Regional Director, they have a reasonable time within which to carry out the provisions of the agreement free from rival representation claims and petitions. The agreement, therefore, acts as a form of contract bar. But a private settlement agreement which does not settle unfair labor practices but only resolves a strike situation is not the type of agreement which would bar a rival union's representation petition.
