85,000 California HEV drivers must stop using HOV lanes. The HEV preference was originally enacted in 2005 and was withdrawn in June of this year. Several other states, including Arizona, Colorado, Utah, Tennessee, Virginia, and New York retain HEV incentives. Only Toyota's Prius and Honda's Civic and Insight met the required 45 mpg standard. The law initially limited the number of qualified vehicles to 75,000 but this was increased to 85,000 because so many HEVs are in use in the state, and many users were unable to obtain the coveted and over-subscribed "yellow sticker" that allowed HOV use by single drivers.
