The creation of a reliable energy base is a sine qua non for the development of any administrative-territorial unit. This problem acquires special urgency for regions characterized by an imbalance of the volume of consumption and extraction of fuel and energy resources. Such regions include Magadan, where difficulties in providing fuel have already occurred. The main type of local fuel in Kolyma-Magadan region is coal of the Arkagala, El'gen, Lankovsk, Galimovsk, and other deposits.
