Ministers responsible for e-Govemment programs in the 27 European Union member states, meeting in Mal-mo, Sweden, on November 18, 2009 adopted a Ministerial Declaration on E-Government. The declaration outlined the joint vision and policy priorities to constantly improve e-Government setting shared objectives to be achieved by 2015. These objectives are that "Citizens and businesses are empowered by e-Government services designed around users needs and the development in collaboration with third parties, as well as by increased access to public information, strengthened transparency and effective means for involvement of stakeholders in the policy process."
