摘要

According to Olatokun (2007) "e-Governance is generally considered as a wider concept than e-government, since it can bring about a change in how citizens relate to governments and to each other. The idea of adopting ICTs is to move beyond the passive information-giving to active citizen involvement in the decision-making process. E-governance can bring forth new concepts of citizenship, both in terms of citizen needs and responsibilities. Its objective is to engage, enable, and empower the citizen."rnAn accurate civil registry is the base of successful e-government (and e-governance). This is particularly important in a developing country as Peru: the usage of ICT as a tool to make citizens participate and engage with the political processes in the country. The first step to active citizen participation is to clearly identify the persons. This is part of the work carried out by RENIEC: proper identification to build an inclusive society, where no citizens are left behind and whose voices will be heard.
