The Council of Ministers of the 45-member Council of Europe adopted a political message to WSIS stressing their commitment to "societies based on the value of human rights, democracy, rule of law, social cohesion, respect for cultural diversity and trust between individuals and between peoples." Ministers expressed the belief that "WSIS hold great promise to secure thee values." The statement continues "We reaffirm the indivisibility and interdependence of all human rights - civil, political, economic, social and cultural - and their ties to the principles of a democratic society, the rule of law and sustainable development. In the hopes and perils of the transformation to the information society, we are determined to maintain and strengthen all these values."
