摘要

The term "global energy governance" is relatively new. According to Van de Glaaf and Colgan (2016), the term began to be used around 2005 when the 31st annual summit of the Group of Eight major countries in Gleneagles, Scotland, took up "energy security" as a matter of common concern to them~1. In 2005, crude oil prices were rising gradually while global warming began to be recognized as a more urgent problem, according to Van de Glaaf and Colgan. Then, the summit discussed how the G8 major countries could cooperate in addressing these problems related closely to stable energy supply.
