Safer Shipping Demands a Safety Culture

The maritime industry feed, fuel and services the world. Ashore and afloat the industry provides the international arteries for the wealth of the world. Safety at sea has generally improved over the years and quality of shipping is improving. This can be attributed to enhanced compliance of regulations, improved hull design, technologically advanced ship's machinery, equipment and navigational systems. However public awareness of environmental pollution and maritime safety has also increased. Hence one large oil spill from an oil tanker e.g., the ERIKA, or a freak accident with huge loss of lives, e.g. ESTONIA, is one too many! It is also seen that whenever maritime safety or marine environment pollution is discussed, 'human error' is attributed to 80% of accidents that are caused at sea. The MSC and MEPC joint working group on 'human element' at IMO has appropriately defined human error as 'a departure from acceptable or desirable practice on the part of an individual or group of individuals that can result in unacceptable or undesirable results'
