1984, George Orwell's ultra-classic dystopian novel, was among other things meant as a warning of the dangers of the human drive for power when linked with surveillance and communication technology. In fact, though the year 1984 did not herald the totalitarian nightmare foretold by Orwell, this was in part due to his warnings, so vivid that Western society was never the same. 'It's going to usher in 1984!' was a cry strong enough to stop many an ill-conceived information-gathering project in its tracks. But the year 1984 itself did bring to another clarion cry for liberty in the form of public Ithiel de Sola Pool's aptly named volume, Technologies of freedom: On free speech in an electronic age (Harvard University Press: Cambridge, MA, 1984.) While Orwell warned of the threat of communication technology in the wrong hands extinguishing free expression, Pool demonstrated the liberating power of communication technology when in the hands of individuals. Yet his optimistic take on the promises of technology also included a warning of how political forces in democracies and elsewhere would seek to control and limit that freedom.
