Susan J. Drucker and Gary Gumpert, the editors of Regulating Convergence, address concrete and pressing issues related both to the regulation of technological convergence and to the convergence of the media and telecommunications sector. In their introductory chapter, Drucker and Gumpert sketch a taxonomy of convergence regulation, following Harold Laswell's emphasis on looking at the 'who', the 'what', the channel and the effect. From a regulatory point of view, Drucker and Gumpert ask who is being regulated in today's converging media environment; the sender or the user/audience?
