The long-anticipated "first phase" meeting of the World Summit on the Information Society (WSIS), held in Geneva in December, was supposed to have been about equal access. It turned out be- ing equally about open access as leading scien- tific organizations pushed their open-access initiative onto the World Summit agenda. The summit was supposed to have been about the disadvantaged in a digitally divided world. But in many respects, it also turned out to be about the privileged, including big businesses and media empires that effectively levied their concerns and considerations onto the world stage, helping to get major sticking points (like who's going to govern the global Internet) effectively deferred.
