Creating capabilities, without the opportunity to apply them, is like building and populating a library and preventing people from borrowing or reading the books, or using the electronic services. At best, it's a wasted investment, and the resources and efforts would have been better invested where a return on investment was achieved. Learning for the sake of learning can be a fun activity for an individual, but is a poor choice for businesses, which need to maximise returns to remain competitive. A significant proportion of the money spent on training and development is wasted, because it does not result in any demonstrated change in behaviour or capability. If this money was viewed as an investment rather than an expense, the requirement to obtain a future return from it would be reinforced.
