Although a National Academy of Sciences report has recommended that the Defense Department copy the methods of Lockheed Martin's Skunk Works division to improve its recruitment of technology experts, the head of that division said the Skunk Works culture cannot be replicated on a large scale. "The Skunk Works culture is unique. Because culture is organic it is difficult to replicate on any scale but key approaches could be applied to small groups. Large-scale application would be difficult," Al Romig, vice president and general manager of Skunk Works, said in an Aug. 20 email.
