The National Guard is preparing to roll out a new capability to rapidly dispatch tens of thousands of troops with key skills to states hit by catastrophic attacks or disasters, according to military officials.rnThe Guard's Domestic All-Hazards Response Team (DART) concept could reach full operational capability this year. The milestone had been planned for sometime in June, but will take longer to reach, a Guard spokesman told Inside the Pentagon at press time (May 26).
