The cherry blossoms were in bloom, the drum-beats of social activists filled the air, and the sidewalks were crowded with gray-suited finance ministers and central bankers. The spring meetings of the International Monetary Fund and the World Bank took place last month, and financial leaders from around the world beat a path to Washington's door, as they have for decades. Yet it was hard not to wonder how much longer this ritual would go on. Since the Bretton Woods institutions' founding at the end of World War II, rarely, if ever, has U.S. leadership of the international financial system been so in question. The American economy may have bounced back, and U.S. banks may have regained their health, but Washington runs the risk of squandering one of its greatest resources: its ability to steer the global financial agenda.
