Before the European Commission implemented the Markets in Financial Instruments Directive in 2007, sell-side investment research was often bundled with trading services insofar as costs were concerned, making it virtually impossible for asset managers to determine how much they were paying for each. Indeed, if fund managers wanted access to a particular firm's research department, they had to have a trading relationship with that brokerage.
