Back in December 2013, when a constitutional amendment was passed by Mexican Congress to overhaul the Mexican energy sector, a series of guiding principles were set out along the main lines of the reform: (1) the opening of oil and gas upstream activities (exploration and production) to private operators (while maintaining Pemex as an additional operator); (2) the full liberalisation of midstream and downstream activities throughout the oil and gas chain to private participants; and (3) the liberalisation and reorganisation of the Mexico's electric power industry.
