China's Ministry of Environmental Protection is testing a regulation that would require high-risk companies to create plans to deal with environmental accidents. Such plans would be required of companies that treat wastewater and residential waste, those that emit or handle large volumes of toxic materials or hazardous waste, and those involved in mining and construction, the ministry said. Local environmental bureaus would determine which companies would be required to register plans. Those companies that failed to register could be fined.
