The U.S. supports a New Zealand proposal for a "partially legally binding" global climate deal that could come out of the upcoming Paris climate summit, but not a fully binding agreement, a U.S. official said. The official commented Nov. 10 in remarks to reporters to summarize the U.S. viewpoint at the end of three days of informal ministerial talks to prepare for the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change, a global summit starting Nov. 30 in Paris. The goal of those talks is to reach a global deal to fight climate change, largely through commitments to cut carbon dioxide emissions.
