China has expanded its low-carbon pilot cities and provinces program to include Hainan province and 28 cities.The added jurisdictions will join five other provinces and eight other cities in testing ways to reduce greenhouse gas emissions and promote low-carbon industries. The additions were listed in a Dec. 5 posting on the website of the National Development and Reform Commission, China's top planning body.Hainan is an island province off southern China. The 28 cities being added to the program are Beijing, Chi-zhou, Daxinganling, Ganzhou, Guangzhou, Guangyuan, Guilin, Huai'an, Hulunbeier, Jilin, Jin-chang, Jincheng, Jingdezhen, Jiyuan, Kunming, Nan-ping, Ningbo, Qingdao, Qinhuangdao, Shanghai, Shijia-zhuang, Suzhou, Urumuqi, Wenzhou, Wuhan, Yan'an, Zhenjiang and Zunyi.
