E-govemment development is strongly related with a country's development. In this sense, the United Nations World Summit in 2005 outlined a vision of building a people-centred and inclusive information society, putting the potential of information and communication technologies at the service of development and addressing new challenges of the information society.'rnAs the United Nations Global E-govern-ment Readiness Report 2005 shows, Latin America is doing a good progress in e-gov-ernment. Nowadays it is placed in the fourth position in the global e-government readiness index and it is slightly over the world average. Although, only Chile is amongthe25 top countries of the world in the e-government readiness index. Furthermore, it can also be seen that there is big differences among Latin American countries. In particular, there are a small group of Latin American leading countries in e-government (i.e., Chile, Mexico, Brazil, or Argentina), but the main group of Latin American countries is placed under the world average.
