Rehabilitation of the Qairokkum hydropower plant in Tajikistan was officially launched at a ceremony held on 23 August, according to the European Bank for Reconstruction and Development (EBRD). Modernization of the 60-year-old plant on the river Syr Darya, near Kayrakkum in the northwestern province of Sughd, will increase the plant's installed capacity from 126 to 174 MW, helping to improve power supply in the Central Asian republic, but as significantly will also help prepare the plant to cope with the expected impact of climate change. The EBRD said it helped arrange a US$ 196 million financing package for the state-owned power utility Barki Tojik, that will cover the cost of rehabilitation of the powerhouse and concrete dam, the supply and installation of hydraulic steel components, hydro-mechanical and electromechanical equipment for the six 21 MW units, as well as installation of additional safety monitoring equipment, balance of plant, control systems and transformers. The financing comprises a US$ 88 million loan from the EBRD, a US$ 37 million loan from the European Investment Bank, USS 50 million in loans and grants from the Green Climate Fund (GCF), and a loan and grant totalling USS 21 million from the Climate Investment Funds' Pilot Programme for Climate Resilience. The scheme will also introduce innovative climate resilience measures, enabling the plant to cope with the expected impact of climate change on the country's hydrological systems. In addition, it will build the capacity of the Tajik hydropower operator to anticipate, assess and manage climate-related risks, by introducing best international practices from countries such as Canada.
