'Guarantee of origin' is a term which was coined in the EC Directive 2001 /77/EC in 2001. But certification activities to verify the source of hydropower have existed since the end of the 1990s, and have proved to be very effective. The EC Directive will change the market place, and we assume that besides a lower level "EC guarantee of origin" higher level 'guarantee of origin labels' will also be used by hydropower producers to achieve a competitive advantage. In the recent past, electricity was just electricity; its source did not matter. With increasing awareness of the environmental advantages and disadvantages of the various electricity generation technologies, 'green electricity' became a differentiating factor: some customers were willing to pay more for energy from renewable sources than for energy produced in fossil or nuclear powerplants. However, they wanted to have an assurance that this amount of electricity, for which they were paying higher prices, was produced by hydropower, wind or biomass. In other words, they asked for a 'guarantee of origin'.
