Optimal operation of multipurpose projects in Korea

摘要

To meet the various challenges associated with water resources development, the Korean Government began to implement a major water resources development policy, covering flood control and water supply, from the 1960s. As a result, KOWACO now manages a large proportion of the national water resources and supply facilities. Most of Korea's water resources are managed by KOWACO, including 14 multipurpose dams and 27 water supply facilities. For the effective and integrated management of these facilities, the Water Resources Operation Centre (WROC) was established in 2002. The tasks of WROC include meteorological analyses, and decision making based on weather forecasts from the Korea Meteorological Administration and from neighbouring countries. Reservoir inflow and streamflow forecasts are based on continuous streamflow simulation models, as well as an analysis of groups of dams within a river basin. The analysis processes use real-time data on major computer networks, and operational plans are determined based on upstream and downstream conditions, using simulations, optimization studies and stochastic hydrological analyses developed over the past 30 years of operating experience.
