Will the United States have to deal with threats-from terrorists or state adversaries-only when it has solid evidence in hand to avert them? Of course not. Even the most determined collection efforts to obtain actionable intelligence, therefore, will not suffice to meet current threat needs. Threats will continue to occur even when only more fragmented and diffuse evidence is available. And in such situations analysis will have the key role to play.
