In mid-2007 the New York Police Department (NYPD) released its assessment report Radicalization in the West: The Homegrown Threat. The report analyzed ten discrete terrorist cells that had planned, and in some cases conducted, attacks. By identifying common characteristics within each group, the report concluded that a group of "unremarkable" citizens will go through a predictable behavioral pattern on their way to committing acts of terrorism.
