The digitization of documents is always most accurately and efficiently done by their originators during original production, and that is, of course, what happens wherever possible in modern workflows. Whilst an organization may have little or no control over documents received from third parties - purchase orders and invoices, application forms, etc. - documents originating within the organisation will generally be produced in - or converted to - the format required by the company's document management system.
