摘要

This recent book by Adrian James is the first comprehensive investigation into and analysis of the development of intelligence-led policing (ILP), in general and the National Intelligence Model (NIM), in particular. It provides a coherent, historically contextualised and critically detailed insight into the foundations, development, success and failure of the model, and makes a significant contribution to our understanding of contemporary policing policy attempts to reform the function and practice of police organisations. The book is particularly timely given the current organisational changes and reforms facing the police service in light of the recent Winsor reviews, austerity cuts and Lord Stephens' Independent Police Commission. Frequently expressed in terms of doing better with less, these changes pose real challenges to the future of the police and the service they provide to the public. James is able to situate ILP as a possible solution to such challenges, while also recognising the shortcomings the NIM has had in delivering this.
