On October 14 2008, Netherlands transport minister Mr Camiel Eurlings was forced to repeat his statement of October 2007 to parliament that HSL South could not yet be opened for public services. Commissioning, including changes to the European Train Control System (ETCS) Level 2 signalling on the Netherlands side of the border with Belgium had failed to meet European specifications and required further modification. Of the 125km route, HSL South includes just 85km of new highspeed line in two sections and its opening has been repeatedly delayed from the planned opening in October 2006. HSL South has so far cost €7.2 billion, of which €194 million has been subsidised by the European Union (EU). The line's eventual operator, High-Speed Alliance (HSA), a joint venture formed of Netherlands Railways (NS) and airline KLM, will pay the Dutch government €163 million a year in access charges for the 15-year operating concession, which begins when trains start running. The start of these payments was already delayed until July 2009 but, with only limited services at best, this would lead to rapid bankruptcy of HSA. Eurlings has indicated that he is prepared to accommodate a further delay to payment start-up.
