In the second half of 2003, the State Farms Sugar Group, Luixing Sugar Manufacturing Ltd., decided to build the first stand-alone cane sugar refinery in China in the Guangxi province. Luixing Sugar Manufacturing Ltd. was operating just a cane sugar mill at that time. The new refinery to be established on the same site would expand their capabilities by refining their own produced raw sugar into white sugar of "A" quality. In the off-crop season, Luixing Sugar would be able to refine imported cane raw sugar from abroad. In 2004, Putsch~®, together with the BMA Company, started to work out the basic engineering for the process equipment. In January 2005, contracts for the new refinery with a cane raw sugar processing capacity of 1500 t/day were signed.
