After much discussion, the safety man-agement system (SMS) is a reality. It is not a mandated supercomputer system full of accident data. It is a process that invites participation of a diverse group of people and professions. The system's effectiveness will depend on its ability to recognize and meet a number of challenges. Transportation engineers, despite their long history of involvement in safety, must also recognize and meet many of the same challenges.
