Based on this work, the following conclusions and recommendations are made: 1.All-red clearance should consider that the clearing vehicle for policy purposes is at the slow end of the speed distribution, should consider that conflicting vehicles may be entering the intersection with a rolling start, and should consider the most critical conflicting vehicle paths between these two vehicle types. 2.All-red clearance should be set without regard to the accompanying yellow clearance, since entry into the intersection is legal up to the last instant of yellow. 3.Significant improvements in intersection safety can result from implementing all-red clearance timing that reflects actual driver behavior and actual time-space paths of vehicles in a signalized intersection.
