It is unethical for the engineer to omit any adverse operational or safety issues from the TIS. It is unethical for the engineer not to provide a TIS in conformance with recommended engineering practice and in accordance with the Manual on Uniform Traffic Control Devices standards. It is unethical for the engineer to recommend mall access, arterial improvements, and traffic control that fail to meet the safety, health, and welfare of the public.
