The K factor, as defined in this paper, is the proportion of annual average daily traffic occurring in an hour. The Florida Department of Transportation (FDOT) has decided to use predetermined K factors as fixed parameters, based on area type and facility type, as a more context sensitive and cost effective practice than continuing to use measured K_(30) and/or K_(100) factors for design and planning purposes. The K factor is defined as the proportion of annual average daily traffic (AADT) occurring in an hour. It has traditionally been one of the most critical traffic factors in roadway planning and design. This paper presents an analysis of K factors and the current state of practice in Florida, USA; the Florida Department of Transportation's (FDOT) standard K factor research including a pilot study executing the approach; and plans for statewide implementation.
