Involving the Public in Project Evaluation-A Case Study in Arizona

All agreed that traffic is a major problem on U.S. 60 (Grand Avenue). The focus group noted that the problems are accentuated by the mix of drivers-older drivers from the retirement community driving from 99th Avenue to 107th Avenue within Sun City and younger drivers hurrying through Sun City to continue their trip along U.S. 60. The overwhelming proportion of respondents to the questionnaire were enthusiastic about the reconstruction. This user assessment provided by Sun City residents personalized issues related to the intersection project demonstration. Many respondents used the comment section to add in personal opinions and anecdotes. Residents helped underscore the issues and offered a positive evaluation of the intersection modifications. Their enthusiasm for the modifications of U.S. 60 and 99th Avenue may help reinforce plans for similar modifications for the other two signalized intersections on U.S. 60 in Sun City. The input from the target population also contributed substantially to the evalu- ation process. Unlike formal hearings where project opponents typically dominate, this effort involved an interested and concerned public first in a needs assessment and then in a project evaluation. Those responding to the questionnaire appreciated being asked for their opinions. They wrote in numerous comments indicating their enthusiasm for the changes at the intersection and thanking ADOT for asking their opinions. Incorporating them in the project evaluation contributed to their buy-in on this project and may build support for future projects. This assessment cannot validate the significance of the innovations in this demonstration project in terms of increased safety of older drivers. That type of validation will require a before and after evaluation of crash data at the intersection. Nevertheless, the enthusiasm and helpful comments provided by the residents of Sun City did substantially contribute to evaluating and assessing a demonstration project that was specifically targeted to assist them-the older drivers.
