Corruption and struggling security forces are continuing to hinder Afghanistan's development and jeopardise costly and hard-won security gains made there over 15 years of war, the US Special Inspector General for Afghan Reconstruction (SIGAR) warned in a new 'High-Risk Report'. In 2014 SIGAR issued an initial High-Risk Report for the incoming Congress regarding issues in Afghanistan that required special attention. Two years later many of those same issues remain unresolved.
