Beijing announced a series of deep and substantive reforms of the People's Liberation Army (PLA) at the turn of the year that included a raft of new senior commanders, a reduction of about 300,000 senior officers, and the dismantling of the all-powerful General Armaments Directorate (GAD). The GAD, which for decades has been the centralised procurement agency of the PLA, will have some of its functions handed to different branches of the armed services, while the rest of the PLA's weapons-buying authority will be moved to the Ministry of National Defense (MND). This will, in the words of one Washington, DC-based China analyst, "actually give the MND something of substance to do and may even give it a vote in actual defence policy-making".
